One of the provisions of PPACA (Health Care Reform) requires that children under age 19 be allowed to purchase individual health insurance coverage without being denied due to pre-existing health conditions.
While many states do not offer plans to children under 19, California established law under AB 2244 to ensure that health insurance companies selling plans in California be required to provide child-only coverage for major medical insurance.
While individual health insurance coverage is guaranteed-issue for children under 19, it is important to understand how the process works.
Children under 19 may apply for an individual health plan by themselves (without a parent needing to be on the plan). Children apply using a special application (online or paper depending on carrier) which will include information regarding the child's status as having a qualifying event, late enrollee or birth month in the event the plan needs to be guarantee issued.
The application will be underwritten just like any other application and the insurance carrier will determine whether or not the child is an acceptable risk. If the risk is acceptable, the policy will be issued just like any other policy. If the risk is deemed to be too great and the applicant-child is denied, then the provisions of guarantee issue come into play.
When issued by guarantee (applicant-child was denied), there can be two rating levels available (these vary by carrier).
* If the child has a qualifying event, is considered a "late enrollee" or is in their birth month, the carriers generally issue the policy at 2X the standard premium on guaranteeed-issue.
* If the child does not have a qualifying event, is not considered a "late enrollee" and is not in their birth month, the carriers generally issue the policy at approximately 4X the standard rate and can impose a 20% surcharge on top.
